The Northern CA Rail + Transit Sector Manager is responsible for expanding a sustainable practice consisting of planning and design for urban rail, passenger rail and bus transit infrastructure and facilities.  This includes providing leadership, business development and strategic marketing, client relationship management, project delivery, and recruitment and retention of key staff.  The successful individual may function in a senior project management / seller-doer capacity initially and transition to more of a pure leadership, business development and client relationship role as the practice matures.  The successful candidate will be very familiar with the Northern California markets, be an aggressive self-starter with well-established contacts, and have demonstrated success in a relevant client development enterprise. We are looking for an exceptionally strong leader to take the existing practice to the next level.


Business Development / Marketing:

  • Research and identify Rail + Transit market growth opportunities in the area
  • Develop implement, monitor and update marketing/business development plans with short and long-range goals
  • Develop and implement solution-oriented sales approaches detailed to customer market and requirements
  • Work with the Sector Leader, Sector Managers, Growth Leaders and Project Managers to develop strategies for cultivating prospects and obtaining work
  • Engage with Sector Leader and Area Manager in making go/no-go decisions on project pursuits
  • Identify competitors’ strategies and pricing trends, and then provide direction on work winning and next steps
  • Manage pursuits including teaming, proposal writing and preparation of formal interview presentations
  • Manage the business development process; qualify upcoming projects fitting for the market
  • Lead marketing strategy planning meetings
  • Develop, manage, and maintain relationships with clients and prospects that result in new business opportunities
  • Champion and drive rail and transit business development efforts in the marketplace to achieve agreed upon annual growth goals
  • Responsible for achieving agreed upon annual sales goals
  • Responsible for achieving new client targets included in annual sales plans
  • Responsible for assuring quality work products are consistently delivered to all strategic clients

Project Delivery

  • Serve as Project Principal or Project Manager on major pursuits
  • Perform regular operational review of on-going rail and transit projects
  • Prepare/approve Quality Assurance Plans for projects
  • Prepare staffing plans and workload projections

Recruiting / Retention

  • Identify staffing needs
  • Prepare position descriptions
  • Identify and recruit candidates
  • Review candidate resumes and perform interviews
  • Maintain staff morale
  • Perform annual performance reviews
  • Make salary and bonus recommendations


  • Requires Bachelor’s Degree in engineering, planning or related field (registration preferred but not required)
  • Must have strong Business Development/Marketing experience with a proven track record
  • The ideal candidate will have approximately 15 years of increasingly responsible experience in a similar Business Development function for an A/E/C firm or in an agency leadership position
  • Successful candidate will have a history of developing and maintaining effective business relationships with clients and peers
  • Demonstrated success in growing a group, division or company desired
  • Excellent verbal and written and presentation skills are required

TYLin is committed to pay equity. As part of that commitment, we have provided the base compensation range for this position. $189,700 - $284,500 annually.
